Commercial Property Houston

I’d like to eventually (after grad school) buy some apartment complexs in my area for a supplemental income. Sooner or later I’d like to find an investor to build new properties near campus. What is the best way to find a good investor and how do you latch them onto the project? (Would a good written business plan suffice?)
